Hpw would congressmen support a program which doesn't provide any jobs to their electorate?
How would it work anyway if only a fraction of the USA were involved?

And if it were privatized (so far, 44 years after Vostok 1, not a single private company launched an astronaut into space), how could it be profitable enough to seduce investors?
