I'd still pick "incompetent" over "crazy"
In spite of Vietnam, in spite of the Gulf One War, in spite of world wide protests, president Bush thought unilaterally going to war would be worth it.
Sorry, no serious president would dare do this without backups, without international backing (to spread costs and responsability), without a perfect understanding of the cultures involved (would they endorse democracy or turn towards religion?), without understanding the consequences of beeing occupied in their minds.
Bush did a great thing, actually, when he said you're either with us or against us and alienated himself potential allies.
