All the goth people I know are teens and 20-somethings. (I don't know any rock stars.) Brooding is often a sign of depression, an equal opportunity illness.
Welfare states and self reliant attitudes don't go hand in hand.
The idea here is that the self-reliant can have enough confidence in their ability to get along on less not to worry about hording, and will be more willing to share with the less fortunate.
The "welfare state" thing has more to do with how to administer the distribution. Liberals generally say that sharing should come out of the general kitty (taxes) because we all benefit when security and opportunity are widely available, and that the tests for worthiness should be kept to a minimum. (The poor have enough hoops to jump through already without adding extras.) Conservatives generally say that sharing should come from individuals, who themselves get to vote on who is worth saving and how much they are worth saving with the dollars contributed.
