In a free society, poverty is mostly a self inficted wound. While there are cases of people being broadsided with bad luck and needing assistance, a majority of welfare cases are in their current position due to their own stupidity and laziness. In the past several decades many TRILLIONS of dollars have been spent fighting poverty (enough to make every American fairly wealthy if given out evenly) and yet the poverty rates haven't changed much.
If I'm going to hand out MY hard earned money to help someone, then you better believe they are going to have to prove they're not a worthless basket case. Donating money to someone who's house has been destroyed, or who's child needs medical help is one thing, but giving money to a crackhead asking if I can spare a few bucks isn't going to happen.....at least as long as I'm in control of who I give it to.
