Desert Fox was part of the Clinton Administrations "war from 10,000 feet" military tactic, also used in Bosnia. Had the distinct advantage of no U.S. casualties and a quick result.
It's one reason I theorize that if Gore had attacked Afghanistan and the terror camps, it would have been in this way, and not with ground troops attempting a full regime change.
The personnel in Saudi Arabia maintaining the "no fly zone" was the excuse bin Laden used for 9/11, which was planned while Clinton was still president.
Don't know if you can say this form of "aggressive containment" "worked." Nothing really changed.
