The Bush-WTC theory wasn't promulgated by Democrats, nor has it ever been associated with them.
Okay, we're getting into a definition problem here. We have already established that "Republican" in this context, i.e. those distributing this e-mail manure, does not have to mean "Republican Party official," or someone associated with a political campaign.
When you say "Democrats" in that statement, are you talking Democratic Party officials or politicians, or Democratic voters? Because if it's the latter, there are a hell of a lot of Democratic voters spreading the Bush-WTC meme. Feel free to look up any number of web sites or books on this subject, and find one where you can say, "Yep. A Bush-voting Republican wrote this."
If this Obama e-mail is a "Republican smear" by your parameters, the "Bush Blew Up the WTC" crap is a "Democratic smear" by the same parameters. You can't shift them in the middle of the road.
Now, if you want to work this with the term "right-wing smear," we might have something. ;)
