Sorry for the emotion-laced dissertation. The problem is, the way NASA is funded is an either/or proposition. Both groups want the dough and lots of it.
The article is part of that entire propaganda push to dismiss the ways of the past. "Obsolete!" is the cry of the millions who worship at the altar of the path easily traveled.
Robots will obviously be used and already have been used. However, for exciting people on Earth about space exploration and for conclusive science, their findings are generally rejected as failures.
People don't trust robots. Most people don't get excited about robots.
And robots will not help in evacuating this world and saving some fraction of humanity when that fateful day arrives in which the Earth becomes uninhabitable.
Sentience is a relative faculty. Those who reach for new vistas are those who are already pushing the limits of their current paradigm. Unfortunately most folks alive are like those water pumpers in India working off the rich man's carbon credits - they are on the treadmill and their minds can't pause for even a moment to contemplate the grandeur of the universe which they are missing, the refined thoughts, experiences and perspectives which will be theirs if only they sought to nurture them. And artificial reality, video games and the like are someone elses imagination made manifest - the equivalent of being caught in someone else's bad dream.
