re: What was the status of the 9/11 plot when Clinton was in office?

The planning for the attack began in 1998. The plan for using planes to collide with targets was settled on in March or April of 1999. The first terrorists arrived in Los Angeles around January of 2000. The Hamburg group arrived in the U.S. in the summer of 2000. Flight training began that summer and fall, and by December, three of them had passed commercial pilot tests and were flying large aircraft simulators. What they called the "muscle" hijackers in the 9/11 Report (which is crammed with much more detail on this) came in some months later. Final preparations took place during the summer of 2001.
