Not to put too fine a point on it, but Bush wasn't elected until November of 2000, and took office in January of 2001, with the furious Democrats determined to keep him from getting his administration in place for as long as possible. When Bush was taking his oath for the first time, the pilots were living in the U.S. and had finished much of their flight training.
I have never claimed that Clinton somehow "missed" the 9/11 plot going on in the last year of his presidency. The entire thing up until 9/11 was done at such a low level of operation, that it would have taken a frigging miracle to catch it out (the Millenium Plot was caught mostly by luck).
By the same token, those who think Bush should have somehow caught these people doing mostly the same things they were doing a year before he was elected are acting on a double standard. Either both presidents dropped the ball, or neither of them did.
Fact is, our intelligence and security were not looking hard enough for anything like this, and information that might have gone far enough to make a difference was held up in bureaucracy, turf fights, and walls between national and international intelligence.
