With the name "Markus Rex" I also discovered the Linux geek, then qualified it with "Wegener" to get a fair body of references on Dr. Rex.
He would appear to be, ahem, one of those "arrogant" scientists you rage at elsewhere on this thread. The impression I get from reading extracts of other works plus cross-references, is that he did find the discrepancy remarkable and did a double-take, but that it might be overstating his position to say that he's torn down the edifice of ozone depletion science. His final words on the subject, as quoted by Reason, were "Overwhelming evidence still suggests that anthropogenic emissions of CFCs and halons are the reason for the ozone loss. But we would be on much firmer ground if we could write down the correct chemical reactions."
Perhaps a minor point, but it appears that his paper is in response to a paper by a group of JPL scientists (which is also behind a cash register, which is a bit of a pisser for publicly-funded research) [abstract]. Might be reasonable to not expand the scope of the controversy beyond those two papers.
BTW, did you find the smoking gun picture of Dr. Rex whooping it up with a couple of JPL scientists? Hmmm...let's hope SDAI-Tech1 doesn't hear about it and start making connections....
