The study was all about the "false statements" made by the Bush Gang, and these statements were defined as any that implied that Saddam HAD contraband. Keep this in mind.
Seems like the only consistent position prior to the war for those (if any) who insisted that Saddam had no weapons or programs would have been to pull the U.N. out, too. What would have been the point of their search?
