Not true.
You measure mileage from fill-up to fill-up. The meter on the gas pump gives you a very accurate read on how much it took to fill it up. If you suspect that the "shut-off" hardware may kick in at different times and muck up your reading, just run the same test again and compare the numbers. This method gives consistantly good results.
