I understand the rules. The 15-year-olds are typically unemployed because it's too much of a pain to comply to all the restrictions on when and how long they can work. "Come back when you're 16" is a typical directive from people who employ teens around here.
We also have agricultural work. Teens can apply, but they'll be in direct competition with the family men and women who depend on this work, unless the teen is working on his or her own family's farm.
The money itself is only one piece. Kids who get the summer jobs are the kids with the resumes. The ones who belong to service clubs in school. The ones who have done volunteer work. (I have written many a letter of reference for former volunteers.) The ones who can fill out the application. The ones who have a means of transportation to get to the job.
Them that's got shall get, them that's not shall lose.
Now, I understand about the money: if the pizza is divided into 20 pieces instead of 8, it goes to more people. More people get something to eat, but everybody's hungry except the one who owns the pizzeria.

I've had teens in the family who are employed, and teens I know as well.
