Ok, I get this much: "If they build new refineries, 1. it would cost THEM $$$, 2. it would LOWER the price of gas at the pump and 3. no one wants one near their city anyway. Yeesh. We can't win for THEM shooting us in the foot and US shooting us in the foot. We're dancing to the jig the oil companies play with holes in our feet and we can't stop the dance."

As for the "illegal stuff" you said after that, you lost me just as they would have.
