Something will have to be done, although I suspect the solution will not be organizational, it will be cultural. The key is in the urban school systems of the turn of the century, when public schooling caught on big in very similar conditions of poverty and and immigration but it worked very effectively and played such a hugh role in assimilating the immigrants. Why they could do it a century ago, without big bucks and big bureaucracies, or sneaking privatization, is what we have to figure out. I have some ideas about this, but I haven't thought them through yet. It's a tough nut to crack.
As for my liberal philosophy in a nutshell, I don't favor big bureaucracies and centralized control at all. Where I differ from you is that I believe big business is just as incompetent and evil as big government. This is why I always argue that a synthesis between the two is the only solution.
