I've been thinking about this subject matter for ages. I really think we should split the requirements up.
1. To orbit Requirements.
2. Outer orbit Requirements
Permanent Space Tug / Orbiter this would mean the same vehicle can go backward and forwards to Mars. Build it unmanned first as the (until the engines get faster) then added to the structure as time goes by to increase the science that can be returned. Even use the same vehicle to visit Jupiter and its moons.
Build the nuclear reactor on the moon (hopefully all the material is there)
but before all this can happen we need to get toliets that work in space at least.
I know we not at the stage to consider this but where will we be 50 years from know considering the shuttle design is older than starwars.
