Ok, but you're referring to the moon or even Mars.
Outside of NASA if one is to undertake a similar path such as that of shuttle, they will have to undergo somewhat the same elements that shuttle has gone through to some extent.
Otherwise, keep in mind that there is no NASA towards where we are heading... no runways, no re-furbishing waiting and even re-fueling for our trip back or even survival.
