Ariane (an ELV) was meant to compete with the Shuttle (a reusable manned spacecraft).
How many commercial satellites from other countries has the shuttle launched compared to Ariane?
What matters are the foreign customers. Are they satisfied by the services provided by the european ELV?
The shuttle simply failed in the very domain where it was supposed to replace all other rockets.
