Another problem for RLVs is the market

If a ELV is used to launch a satellite into orbit and that satellite works twice as long as expected (and thus allows a considerable profit for its operator), then the ELV has a market and no need for RLVs which can only be justified if humans were to frequently travel to space.
Problem is: humans don't want to spend 10 years in space without returning back.
