manner? And who decides what is real and what is fake?
Bureaucracies may have their issues, but you can't do what you are
asking for and be taken seriously without some kind of agreed-upon
plan. Otherwise you fall for every redneck that saw a funny light in
the sky after a bender or some college frat pulling a prank.
