It's weird. Few politicians seem to be able to effectively deliver a pre-written address AND speak well off-the-cuff. Clinton did pretty well on both. So did Reagan. Bush and Obama are pretty good on the speeches, but start stuttering with the off-the-cuff stuff. Jindal seems to be on the other side of this. My wife thought he looked and sounded like Mr. Rogers last night.
