You're getting closer...
WHY was the fishing industry shut down? Was any of it shut down unnecessarily? More importantly, are shutdown areas being re-opened as rapidly as possible? (I don't have all the answers yet, but someone should be asking the questions).
And then there's tourism, which is very easy to send into a panic. If you look at the Florida link in my response to ER, you will see exactly how this worked in Florida.
Thanks to screaming politicians, newscasters, and outright nutballs, a huge chunk of the Florida tourist industry took a major bath for no real reason at all.
