The people with money are sitting on it because it makes little sense making heavy long-range investments when the current government is virulently hostile to private wealth and the private sector in general. As far as the Obama/Pelosi/Reid government is concerned, the businessman is The Enemy, just like they were taught in college and by their mentors, and the sole thing government should do with The Enemy is to loot them of their "ill-gotten" gains and bring them under the strict control of the State. You seem to believe this, too. So do a few others here.
The uncertainties behind tax policy, health insurance policy, and the rest were created by an administration that has demonstrated that its fantasies are more important than economic reality. When this changes, so will long-range private economic behavior.
The idea that economic prosperity is driven by "consumption" is more liberal economic illiteracy. If that was all there was to it, the government could just print up a trillion dollars and pass it around to consumers to buy stuff and new real wealth would appear spontaneously out of subspace or something. You would think the demonstrated fallacy of various "stimulus" programs over the past couple of years would count for something.
