The Democratic leadership in the House, Senate, and White House is full-bore statist. They definitely want to raise taxes. A number of Democrats in the House facing a difficult election are not at all sure about that. Voting with the Republican minority there may have been enough of them to make a difference if it had actually been allowed to come to a vote. We'll see what happens in any November lame duck session.
