Ahhh, but............
With no "black sites" there is nowhere they can legally take kidnapped prisoners (And the legality of the black sites were sketchy at best) Also, the EU has been taking issue with the actions of it's member states voluntarily participating with what has been called "a violation of international law" I suspect reprimands will be in order.
