If you have an older computer with little memory and disk space, your gripe is understandable. All software (not just Microsoft's) "expands" with newer versions to fill whatever memory and disk space you have available, and if you have an older system an installation of the modern version of IE could make a significant dent in it. As for a full up installation of Office or even a modern Windows operating system, forget it. Even my laptop, which is not that old, is struggling with its 233-MHZ Pentium chip to handle the Windows 2000 OS I stuck on it. Gets the job done, though.

Recommended: a new system. A PC that can do almost everything you need can be had for less than $1000. Heck, so can an Imac, at least the older version.
