Again, my solution is to have hordes of Israelis armed only with automatic rifles pour into the Palestinian zones and blast away. Since a person who does not have a tank, but only an automatic rifle, does not qualify as a "combatant" under the Bowser Rules, we can write the whole action off as a polite dispute between civilians.
