You miss the point, Tom. Bush the Elder practiced exactly the same tactic of exaggeration and misrepresentation a dozen years ago.
Another point to note is that the BAS cites that article in other current articles on the subject--it's by no means obsolete. The physics and engineering requirements don't change over time to suit political expediency.
Yet another point: Given the high barrier to development of nuclear weapons (did you note the comparison to Brazil's program?), the statement that sanctions and inspections do more to contain Iraq than "all the tons of bombs dropped in the war" remains valid today. A nuclear weapons program is too big to hide.
You'll gleefully cite the Manhattan Project; but bear in mind that today we know all about how it's done, we know what to look for, and we have sophisticated high-tech ways of looking for it. In WWII the very concept of nuclear weapons was unknown to most of the world. In spite of that, the Germans and Soviets had some small success penetrating the Project and (by the Soviets) its post-war successors. Saying that it's possible to hide a nuclear weapons program "in a country the size of California" is a little odd, considering that we weren't entirely successful hiding the Manhattan Project in a country the size of the US, in the days before satellite surveillance and radiation detectors built into microchips.
I took a look at the timeline. Did you stop reading at April 18th? Nine days later, April 27th:
Following pressure from the IAEA, Iraq submitted a second declaration and admits for the first time to having some nuclear material and facilities in addition to those known to the Agency.
What the entire timeline reveals is that while Iraq tried to impede the inspections and was found to have tried to circumvent sanctions, they weren't very successful at it. They kept getting caught--the existence of the report is itself evidence that the inspections and sanctions were effective. I guess you didn't connect the dots when you tried to use the report as evidence that it wasn't working.
Sorry to spoil the cream pie, Tom. Your ejaculation of glee was a bit premature. Back to banging the wall for you, boy.
