You mentioned one (of several) very good reasons to finish the inspections:
If the evidence does not appear "after the dust settles” we better be prepared to manufacture it.
Right or wrong, lots of people inside and outside of the US are going to suspect that we planted anything we claim to find during or after the war. That's why it's so important for Bush to make his case beforehand, and why it's so disturbing that he hasn't. He'll never regain the credibility he'll lose if he attacks without strong evidence.
