The burden of proof

Doesn't the burden of proof rest on the plaintiff?

Doesn't it mean the US and the UN must bring up a positive proof Iraq has WMD's?

To force Iraq to prove it doesn't have them is impossible.

A negative proof? The ROW won't follow.
