I'm not aware Iraq ever had all that's needed to have nuclear bombs. Parts of them, perhaps, but everything?
Besides, they never tested them either.
Besides, I hear and read (from anglo-saxon sources) that Iraq can't be accused of having nuclear bombs, so the so called WMD's must define other things like chemical or biological weapons.
