My definition of shortsighted
A weak, pathetic response to a terrorist attack that only emboldens the terrorists further. Such as, for example, tossing a few symbolic missiles into Afghanistan and bombing a pharmaceutical plant in the Sudan when somebody blows up an American embassy...
But I hasten to add that the Republicans were just as blind as Clinton and the Democrats in that era. Rather than focusing on the dire threat of Islamic terrorism, they were focused on Bill Clinton's penis instead.
I do hope we've all woken up since then...
