Well, how about instead, requiring an "environmentist impact report".
Like these environmental impact reports you need, if you want to stratch your butt. Before any new environmental laws can be passed, a scientific report must be done on the result of all previous environmental laws. Including a full analysis of how those laws performed in regards to improving the environment. Things like how many trees were chopped down to fill in the paperwork, etc.
