Powell not only said there were mobile production facilities for the ongoing production, he showed spy satellite pictures of those supposed factilities, and of other facilities that were supposedly 'cleaned' before inspection.
If it turns out that Saddam did not have active production going in recent years, but facilities and equipment simply waiting to be put into use when the heat was off (what Kay seems to be showing), the large number of suspicious pieces of equipment or sites that were discounted by inspectors because they showed no residue take on a different meaning. If those trailers had indeed been weapons factories that had never been used for their intended purpose, how would they test out?
Is anyone going back to look at previously inspected sites with this in mind?
In any case, we did NOT go to war with Iraq for the reason that Iraq was being difficult with the UN and not living up to its lawful obligations, we went to war with Iraq because it was building and stockpiling WMD that it INTENDED to pass to terrorists for use on the US. A red herring, Tom.
Wrong. Bush's ultimatum is here. We went to war because Iraq was a perceived threat, and intelligence indicated that Saddam was pursuing . Resolution 1441 was intended to force Saddam to prove he was not such a threat. He violated it six ways from Sunday.
From Bush's speech: Terrorists and terror states do not reveal these threats with fair notice, in formal declarations -- and responding to such enemies only after they have struck first is not self-defense, it is suicide. The security of the world requires disarming Saddam Hussein now.
Your thesis is that we should have waited until we took a major hit from Iraq--or anyone--before doing something about it. There is no feasible way of detecting most terror attacks until it is too late.
Just for fun, define a scenario where Saddam could have done something to convince us that he was about to attack, without actually attacking. Make sure you also discuss the means by which this is reliably detected.
