What Mr. Kay's report essentially said was that Saddam wanted to have WMDs but couldn't get them because of U.N. sanctions and inspections.

What this says is that the war was completely unnecessary. It says that we should have given Mr. Blix more time. Had we done so, thousands of lives would have been saved.
