I'm pretty sure you are right in the short term. Lunar ISRU wouldn't make sense.

Try explaining this to Dennis Wingo, Paul Studis and Marcus Lindroos over at The Return To The Moon Board of the SFF. They want to bet our future on Lunar ISRU without futher research.
