I knew that his Space initiative was deviced by politicians/spin-doctors and not engineers.

The politicians and the spin-doctors write the speeches, so their words come out of the President's mouth. They also control the purse-strings, so if they're not onside, no one goes to Mars, no one goes to the moon, no one goes anywhere except maybe 60 miles up for a sub-orbital jaunt on Rutan's ship...and that's not space exploration, that's tourism*.

I doubt, though, that the engineers who are tasked with making it all happen will pour over Bush's speech, parsing it for design instructions. But then, you're an engineer, aren't you? You tell me...

*Not that there's anything wrong with that. Heck, if I had the disposable income myself I'd go up in a flash. Hmmm...that might not have been the best choice of words, but you know what I mean.
