I will try this again since you are a bit slow.
According to the article you posted, no where does Mintz says he knew Mr Bush was coming. It's fairly obvious that Mintz at some later point in time deduced that the "somebody with political influence" which "was coming to drill with us from Texas" was Mr Bush. Now, I'm not saying Mintz was wrong. But this is quite different from saying he knew Bush was being transferred and there was a scuttlebutt about this transfer.
One should know that people do not remember things accurately, and it's quite easy for people make mistakes. Could the "somebody with political influence" have been Mr Bush? It certainly is possible. Logically Mr Bush could have been this. It is also possible that it was someone other than Bush. It's also possible that there was two or more events were merging into one "memory"- such as a rumor someone famous was going to join their outfit, a rumor famous political person was going to visit their base, and a kid from Texas (Mr bush) was being transferred.
Now, let's examine the "scuttlebutt". Mintz says "I remember that I heard..." This, of course, indicates rumor. He can't even apparently remember where the source of his information came from. Maybe, his commander had mentioned it. But one thing you should know is that rumors are as common as house flies and it's very common that any of the information is incorrect. Have 10 people transfer some information- the chance that information will remain the same and not hideously altered, is highly [I repeat highly) unlikely. You can't trust any rumor. This is the main reason reporters identify sources for their information.
Now, the impression from the article is that the "scuttlebutt" occurred by in the early 1970's. This seems unlikely to me. Why would Mr Bush of the 1970's be an interesting enough for "subject of considerable scuttlebutt at the time and they were all eager to get a look at him". I wouldn't expect people in general and younger people in particular to find this interesting. A new kid from Texas with oil rich parents might be something somewhat interesting, but like I said they would have to be fairly deprived of any excitement to caused much more than passing mention. Now, what I suspect is that this scuttlebutt actually occurred much later- or maybe it occurred only a few years later, when Bush senior would have been a candiate CIA director.
