some quick points -

- you argue your point clearly

- I don't know the US university situation too well, but rising tuition fees are becoming a problem over here as well. The 'user pays' mentality is creating a university elite - an economic elite. So much for education for the sake of society ..

- not all projects are 'prizable' I would think - they aren't all as sexy as private suborbital flight. Basing all the trillions of dollars (world wide) of scientific research on private incentives is impracticable, obviously in any case. Incentives have some merit but they are best limited to special and important cases, IMO.

- there is still a good argument for academic tenure, so that long term 'unsexy' research can be done, as it should.

- RL is doing 'adaptive optics' - one of the best and most useful new fields around in astronomy. Why shouldn't that get funded (I don't care from what source, but projects like that need long term, secure funding!)

- You shouldn't have had to endure the abuse dumped on you here (in this thread) - my sympathies there.

(PS what sort of moniker is 'tax leech', anyway? You must be good at self-satire ..)
