I don't know enough about US universities

I'm in Australia and I think our tertiary education systems are different in some ways. This is a much smaller population, with far fewer universities. These used to be fully government funded, and at one time, tuition was free - you only paid the few hundred dollars annual student union fee. Then, in the 1980s, fees were set for courses, and the government introduced a fairly decent pay-later-no-interest student loan scheme for local students. Lately, universities are being deregulated, and course fees are jumping up over here as well (I don't have the figures though). Students are under a lot of permanent stress, trying to balance heavy course loads with work commitments. Rents are very high in places like Sydney.

(Basically sounds like a mini-version of what you've described so far)

The issues you raise need a separate thread maybe .. I'd rather be part of a joint discussion than try to have to deal with them myself! For now, I'll just point out that your examples (cancer, HIV etc.) fall into my 'special and important projects' category suitable for the prize incentive system
