The same reason an owner of a large project hires a general contractor to do the work instead of an owner hiring several subcontractors to do the work even though the general contractor will hire the same subcontractors.
The general contractor handles all the needed requirements of the subs and the owner doesn't have to deal with all the manpower, paperwork and cuts one check.
