I share your concern over industrial fishing practices.
Russia, Japan, Norway and China along with the US are employing practices which, from what I have read, are over the top in destruction of breeding stocks. I think if the UN had any real purpose, they would see that an enforcable rest period would be applied regionally worldwide, and that known breeding grounds would be strictly rationed, if not prohibited.
But enforcing governance on the high seas is very difficicult at this time.
