This is pretty much hogwash
Many countries in the world have governments that are so ineffective that they exert little or no control over commerce at all. If you want to extend back in history, then govts have less and less to do with how a wheat farmer procures some fish to feed his family. If you can show me how corruption levels decrease while honesty levels increase in such conditions, then please do so. I would love to be enlightened.
