Concrete barriers are already in use and they are huge and around 10 feet high not the average 3' high K-rail. I believe they call them antitank barriers and they are set so you have to perform a s-curve type of maneuver to pass them.
The problem is checkpoint locations are periodically moved so the terrorist have a harder time planning an attack I think your spike strips would help slow them down but not stop anybody hell bent on destruction.
The checkpoints are well lite and signs are posted to slow down along with red tracer bullets when a warning occurs.
Some kind of unmanned checkpoint where the vehicle is to stop using cameras for an initial evaluation with the passengers out of the vehicle and then the vehicle can proceed to waiting guards.
Inconvenient but safer for all.
