Go over the spending levels for ANY major Federal social program or entitlement. Find me one that's lower now in real dollar terms than it has ever been before.
Most of the government budget IS social spending.
Whatever else you might say about Republicans, ramping back government spending in any real sense in ANY area has not been one of their strong suits so far.
