Tens of millions of Americans?

It is part of their control issue for political reasons. Under the new Homeland Security Act, they can "legally" do this. Of course, it's just a cog in the wheel on keeping tabs on everyone. That way if any individual becomes problematic to the state, they have the ability to take him down or out. We've seen this time and time again.
