I don't see anything I disagree with in your post. Perhaps the difference in our concept for a moon scope is that mine is safely over the temporal horizon, with fusion power plants. As a result, I don't get too wrapped up in logistical details.
As for electrostatic precipitation, they are commercially available for domestic home use and also used for cleaning coal plant exaust.
