Here is less infomation: Dust won't collect on telescope lens which are operating on the Moon.
More stuff:
In time frames which are reasonable such as decades of time rather than centuries of time, dust will not need to be cleaned off optical telescopes lens on the Moon. Unlike earth based telescopes there will not need to be a yearly ritual.
In comparison to space based telescopes there could be more of a problem with dust collecting on lens in some orbital telescope than on a Moon based telescope. For example in low Earth orbit you have all the manmade space debris. Plus low Earth orbit is less of a vacuum than the Moon is. In GEO you also have manmade debris. In L points there could be a certain natural space dust and/or up to rocks or boulders. One also has to consider metorite shower events- low earth orbit is more protected from these as is the Moon because a large body is blocking roughly 1/2 of it.
But a much more significant factor in regards to dust is any human interaction with whatever telescope you concerned about- and there no way of predicting how stupid humans can be.

I understand that H20 is a greenhouse gas

- Build astronomical observatories on the Moon?
- For radio-telescopes, yes! (n/t)
- I suspect we will not be motivated to do dedicated missions to the moon...
