Good points, but this one:

"If you're doing a slow scan of the northern or southern celestial hemisphere, then a facility on the Moon is probably your best bet."

misses me. Could you go into some more detail on this application, and why the moon site would be an advantage? Also, is the moon really a "stable platform", what effect might libration have on a "slow scan".
