re: Repairs

Actually, the best bet in that regards is to tap into the Interplanetary Superhighways. It has been found that each of the planetary libration points is connected to the libration points of the other planets through "warps and woofs" in 3D gravitational space around the Sun.

Probes can be sent along these gravity folds for a bare minimum of delta-V to arrive at distant stations, such as Sun-Jupiter L-2 to look at the Kuiper Belt and Oort Cloud, and after a period on-station can be kicked onto a gravity fold that will bring it back to near-Earth space (i.e. Earth-Moon L-1) to be serviced and upgraded before being sent back out to its post.

In this way a flotilla of instruments could be Hubble-ized and serviced from EML-1, to be disbursed across the Solar system. This would be a huge leap in our capabilities, and wouldn't need to have anything to do with the Moon. Though EML-1 would also serve as a great transit node for trips to the Moon and other destinations.
